Dear Mr. Byram:
Enclosed is
a report of the inspection
conducted
by Mr. P.
Ray and others of
the Office of Nuclear
Reactor
Regulation
on January
30 through February
1,
1996.
The inspection
included
a review of activities for Susquehanna
Steam
Electric Station,
Units
1 and
2 within the fire protection program.
Specifically, the inspection
focused
seal
qualification.
The inspection
addressed
documentation,
seal/barrier fire
ratings, fire endurance
test
and deviations, training of personnel,
condition
of installed seals,
quality assurance
program,
and surveillances.
The inspection verified that the fire barrier penetration
seal
program
was
adequate,
and that the seals
were maintained
in qualified condition with
appropriate repair
and surveillance.
However,
one observation
was noted;
X-12-5-75 was missing
damming material
required for qualification.
No response
to this letter is required.
The
NRC Region I staff will issue
any
enforcement
actions that
may result from this inspection.
In accordance
with
10 CFR 2.790 of the Commission's
regulations,
a copy of this letter and the
inspection report will be placed in the
NRC Public Document
Room.
