Dear Hr. Byram:
The enclosed
report transmits
the findings of a resident
inspection
conducted
by Ms. H. Banerjee
and Hr.
B. J.
HcDermott, at Susquehanna
Steam Electric
Station
(SSES)
from November 2,
1995 through
December
18,
1995.
At the con-
clusion of the inspection,
the preliminary findings were discussed
with Hr.
G.
J. Kuczynski
and other members of your staff.
Installation of temporary,
non-safety related test equipment
on safety related
system
components
without
a safety evaluation is
a concern.
Although,
historically your practice of installing strip chart recorders
on the
emergency diesel
generator
panels
during testing
has
been trouble free,
the
need for such
an evaluation still remains in light of potential failure modes
and impact of such test equipment
on safety related
systems.
Additionally,
effective procedural
controls for installing and removing the strip chart
recorders
were not implemented.
This item is left unresolved
pending
completion of your review.
In accordance
with 10 CFR 2.790 of the NRC's "Rules of Practice,"
a copy of
this letter and its enclosures will be placed in the
NRC Public Document
Room.
