Dear Mr. Byram:
This report transmits
the findings of the safety inspections
conducted
by Ms.
M. Banerjee
and other
NRC inspectors
at Susquehanna
Steam Electric Station
(SSES)
from September
19,
1995 through
November
1,
1995.
At the conclusion of
the inspection,
the findings were discussed
with Mr. H.
G. Stanley
and other
members of your staff.
We are providing one report for the inspections
conducted during this period in order to better integrate
our inspection
findings into a consistent
regulatory message
and more clearly communicate
how
these findings may reflect
a ch'ange
in your performance.
We noted that the Unit 2 refueling operation
was executed
in a careful
and
controlled manner following procedures.
The start-up activities were safely
performed
by knowledgeable
operators,
with excellent communication,
good
management
oversight
and conservative
decision making.
Excellent cooperation
and communications
between the maintenance,
operations,
site
and corporate
engineering
personnel
resulted
in a thorough review and, resolution of 4. 16
kV
circuit breaker
problems.
'The
NRC staff met with PPRL design
and engineering staff in 1994 concerning
the vessel
level vent modification.
Based
on
a review of the
new design,
and
inspection of the installation
on Unit 2,
we concluded that the design
as
installed meets
the intent of NRC bulletin 93-03,
and is acceptable.
In accordance
with 10 CFR 2.790 of the NRC's "Rules of Practice,"
a copy of
this letter and its enclosures will be placed in the
NRC Public Document
Room.
