Dear Nr. Byram:
This letter refers to an announced
inspection of corrective actions associated
with your fire protection
program
and
10 CFR Part 50, Appendix R, conducted
by
Ns.
Leanne Harrison of this office from July 24-28,
1995, at the plant site in
Berwick, Pennsylvania.
The inspection
included
a review of activities
authorized for the Susquehanna
Steam Electric Station.
At the conclusion of
the inspection,
the findings were discussed
with those
members of your staff
identified in the enclosed
report.
The design requirements
used to develop
and implement
a fire protection
defense-in-depth
philosophy is important to public health
and safety because
it prevents fires from damaging safety-related
equipment,
and ensures
that, in
case of a fire, adequate
safety-related
equipment is available to achieve
and
maintain safe
shutdown conditions.
This inspection
assessed
the adequacy of
your corrective actions for resolving three previously issued violations
and
verified your fulfillment of commitments
made to .the
NRC.
The areas
examined during this inspection
are described
in the enclosed
inspection report.
Within these
areas,
the inspection consisted of interviews
with personnel,
review of supporting documentation,
and the performance of
plant walkdowns.
The inspector
concluded that your corrective actions
were
thorough
and well-supported
by comprehensive
evaluations.
At the exit meeting,
your staff committed to provide
NRC, Region I,
a letter
documenting
completion of modifications to the Simplex fire protection
system.
Refer to page six of the enclosed
report for details.
