SUSQUEHANNA ENGINEERING INSPECTION 95-13
Dear Hr. Byram:
This letter transmits the results of an inspection
performed
between
Hay 30-
June 9,
1995,
by Hr. D. Dempsey
and others of this office at the Susquehanna
Steam Electric Station
and at your Allentown corporate offices.
The
inspection
was focused
on issues
important to public health
and safety,
and
consisted of independent
evaluations of your inservice test,
engineering,
and
core reload analysis
programs.
The preliminary inspection findings were
discussed
with Hr.
G. Jones
and other members of your staff on June 9,
1995.
We found that your inservice test
and core safety analysis
programs
were well
documented
and implemented.
The
new condition report program involved senior
management
early in the corrective action process
and fostered effective
communication
between
the corporate
engineering staff and the site.
Your
resolution of potentially significant safety issues
involving liquid
containment
bypass
leakage
and unplanned post-accident
control rod withdrawal
was noteworthy.
Oversight of contracted
engineering
services
was accomplished
effectively and confirmed by a high quality gA audit.
The Engineering
Review
Committee
was
an excellent self-assessment
initiative which reinforced high
performance
standards
throughout the engineering
organization.
