Dear Mr. Byram:
This letter refers to an announced
inspection of the fire protection program,
conducted
by Ms.
Leanne Harrison of this office from June
5 - 9,
1995, at the
plant site in Berwick, Pennsylvania,
and from July
7 10, at the
NRC office
in King of Prussia,
The inspection
included
a review of
activities authorized for the Susquehanna
Steam Electric Station.
At the
conclusion of the inspection,
the findings weve discussed
with those
members
of your staff identified in the enclosed report.
The fire protection program is important to public health
and safety because
it prevents fires from damaging safety-related
equipment,
and ensures
that, in
case of a fire, adequate
safety-related
equipment is available to achieve
and
maintain safe
shutdown conditions.
This inspection determined
whether
activities authorized
by the license
were conducted safely
and in accordance
with NRC requirements.
Within these
areas,
the inspection consisted of
selected
examinations of procedures
and records,
interviews with personnel,
and observations
by the inspector.
The areas
examined during this inspection
focused
on the overall
adequacy of
The inspector reviewed administrative controls
governing combustibles; fire-risk evolutions including welding, grinding,
and
cutting;
and maintenance
and testing of fire protection
systems
including fire
detection
and suppression
equipment.
In addition,
the inspector
reviewed the
quality and effectiveness
of self-assessments,
the training program,
and
management
oversight of the program.
The inspector determined that the fire protection
program was clearly
established
and implemented
through technically sound policies
and procedures.
Administrative controls
and surveillance
procedures
were very good.
Procedures
provided good details,
appropriate
acceptance criteria,
and were
found to be effective for maintaining equipment
and verifying operability.
The inspector determined that fire drills had
been
performed that satisfied
the program plan requirements.
However, the fire training facility drill
scenarios
were limited'n scope
and quantity.
This training limitation could
reduce the effectiveness
of fire brigade readiness
and assessments
made of
brigade performance.
