MEETING
Dear Hr. Byram:
This letter and enclosures summarize the Hay 16, 1995 management meeting held at your request between Messrs.
C. Hyers and T. Price of your staff and members of the NRC staff from Region I and NRC headquarters.
The purpose of the meeting was to brief NRC staff on your upcoming full-participation
- exercise, corrective actions taken for siren failures, and your action plan for some EP awareness issues from a previous NRC inspection.
Enclosed is a
copy of our Meeting Notice published on Hay 4,
- 1995, and a copy of your handout on the Ingestion Pathway Exercise Project.
The meeting clarified our understanding of your schedule for the ingestion pathway exercise.
We noted that the Federal Emergency Management Agency (FEHA) will conduct out-of-sequence evaluations for some of the exercise events.
We also understand that the exercise will be conducted using the old Emergency Operations Facility (EOF) since your proposed new EOF location has not been approved as yet.
We appreciated your update on corrective actions taken to improve your siren activation system.
We noted the significant improvements you made to the system such as
- 1) the building of an additional radio transmitter tower for siren activation,
- 2) the addition of two new radio transmitters at your EOF and the Luzerne County Emergency Operations Center (EOC), in addition to the telephone line from the Columbia County EOC, for communication with the
- towers, and 3) the increased testing frequency of the sub-circuits in 2) to three times per week.
- Further, we requested and subsequently received a copy of your Condition Report 95-049, which detailed the events of the siren failure on March 28, 1995, your root cause
- analysis, and the corrective actions taken.
Your action plan for EP awareness issues appeared to have merit.
Actions such as designating critical phone lines, which the telephone company cannot repair without your permission, and placing the Emergency
Response
Organization telenotification system and the siren system under Nuclear Emergency Preparedness (NEP) control, were good initiatives.
Attendance at critical plant staff weekly meetings by NEP personnel also appears to be a good initiative to increase EP awareness.
