Dear Mr. Byram:

This letter transmits

the results of the inspection

conducted

by Messrs.

T. Easlick,

S. Morris and

C. Poslusny

from May 8, through

12,

1995, at the

Susquehanna

Steam Electric Station

(SSES),

Pennsylvania.

The inspection

focused

on

a performance

based

assessment

of the effectiveness

of problem

identification and resolution

processes

and controls,

and

on issues

important

to ensuring the public health

and safety.

The inspection consisted of

observations

of activities, reviews of documents

and interviews with plant

personnel.

The results

are documented

in the enclosed

report

and were

discussed

with Mr. H.

G. Stanley

and other members of your staff at the

conclusion of the inspection.

Overall, the inspectors

determined that the Continuous

Performance

Improvement

Process

(CPIP) Teams'ecommendations

have given the plant staff the tools to

effectively identify and resolve

problems or issues that affect plant safety

and/or are conditions

adverse to quality.

Your staff has taken strong

measures

and applied significant resources

to improve performance

in the

Nuclear Department in specific problem areas,

as well as

improve the

effectiveness

of the corrective action process.

Although SSES

does not

currently have

an effective method to conduct

an integrated

approach to

trending performance history of various conditions, your staff recognized that

improvements

in trending

can

be made through system

enhancements

and

centralization of the trending function in new Nuclear Assessment

Services

(NAS) organization.

While the inspectors

could not fully assess

the long term effects of the

new

management

structure

and program changes,

someimprovements

have already

been

realized in the short time the programs

have

been in place,

as demonstrated

by

the recent successful

Unit

1 refueling outage.

In accordance

with 10 CFR 2.790 of the NRC's "Rules of Practice,"

a copy of

this letter and its enclosures will be placed in the

NRC Public Document
