INSPECTION

REPORT

NO. 50-387/95-09

Dear Nr. Byram:

This letter refers to the announced

safety inspection,

conducted

by

Nr.

P. Patnaik of this office at the Susquehanna

Steam Electric Station,

Unit 1, Berwick, Pennsylvania,

during the period of April 3-7,

1995.

The

results of this inspection

were discussed

with members of your staff at the

conclusion of the inspection

on April 7,

1995.

The inspection

focused primarily on the inservice inspection

program

implemented during the outage,

ultrasonic examination activity on the core

shroud welds,

and

a review of the results of the mechanical

stress

improvement

process

performed

on selected

welds.

There were other areas

also covered

during the inspection

as described

in the attached report.

The inspector

found that your inservice inspection

program for the outage

complied with the applicable

American Society of Mechanical

Engineers

(ASNE)

Code,

Section XI, and the implementation of the program

was satisfactory.

There were

no discrepancies

noted in the conduct of examinations

performed

on

the welds of the core shroud,

and the results of mechanical

stress

improvement

were acceptable

in accordance

with your engineering specification.

The inspector

noted that you are implementing

two ASNE Code cases,

N-509 and

N-423, before they have

been reviewed for acceptability

and listed in

Regulatory

Guide 1. 147.

If the

NRC staff finds the

Code cases

to be

unacceptable

or conditionally acceptable, it would be necessary

for you to

retroactively correct your program.

In the case of N-524, the examination

could

be costly if retroactively

implemented after

a long delay.

Within the scope of this inspection,

no violations were observed.

No response

to this letter is needed.
