EMERGENCY PREPAREDNESS

COMBINED INSPECTION NOS.

50-387/94-19;

This letter forwards the report of the subject

announced

inspection

conducted

by Hr.

W. Haier of this office on September

7 and 8,

1994, at the emergency

response facilities in Allentown, Hazleton,

Berwick,

and Wilkes-Barre,

Pennsylvania.

The inspection

was continued

in the

NRC Region I office through

September

16,

1994, to review three Significant Operating Occurrence

Reports

affecting emergency

preparedness

equipment.

Preliminary inspection findings

were discussed

with Hr.

Gene Stanley of your staff on September

8,

1994

and

later communicated

by telephone

to Hr. Rick Wehry on September

16,

1994 by Hr.

Haier.

Areas

examined during this inspection

are important to public health

and

safety

and are described

in the

NRC Region

I Inspection

Report that is

enclosed with this letter.

Within those

areas,

the inspection consisted

of

observations

by the inspector,

interviews of personnel,

and examinations of

selected

procedures

and records.

The emergency

response facilities that were inspected

were operationally ready

to respond to

a plant emergency

as required

by the Susquehanna

Steam Electric

Station

(SSES)

Emergency

Plan.

We share

a concern of your nuclear

emergency

planning

(NEP) staff about the length of time since activation of the backup

emergency

operations facility was last demonstrated

in a drill or exercise.

Please

give this matter your attention.

Our review of your plans to relocate

the emergency

operations facility from

its current location to one outside the ten mile emergency

planning zone found

that you are planning this change with appropriate

consideration of the

material, logistical

and time-sensitive factors involved in such

a change.

The actions your NEP staff have taken or are planning to take to correct

recent

outages of the public notification (siren)

system are considered

adequate.

One of the siren outages,

however,

was caused

by a lack of

communication

and coordination

between the

NEP staff and another

PPLL group

having responsibility for the telephone line which activates

the sirens.

Another recent event that also resulted

from a lack of communication

was the

removal of meteorological

data

(Ram-Tek) terminals

from the technical

support

center

and the emergency

operations facility as part of a plant modification.

This modification of emergency

response facilities was

made without prior

notification of the

NEP staff.

Two similar communication

lapses affecting

emergency

preparedness

facilities and equipment

were noted during

a previous

NRC emergency

preparedness

inspection this year (50-387/94-08;

50-388/94-10).

Notwithstanding the comprehensive

and aggressive

corrective actions

taken in

response

to each of those occurrences,

we are concerned

about the apparent

lack of knowledge

and sensitivity regarding

emergency

preparedness

program

requirements

on the part of individuals and groups within your organization.

This may be indicative of a broader

problem.

We request that you pursue that

potential

and respond within 30 days after receipt of this letter with your

assessment

of the problem

and your plans for addressing it, if one exists.

In accordance

with 10 CFR 2.790 of the NRC's "Rules of Practice,"

a copy of

this letter

and its enclosure will be placed in the NRC's Public Document

Room.
