SUS(UEHANNA ENGINEERING INSPECTION NOS. 94-17
AND 94-18
This letter refers to the inspection of your engineering activities conducted
by Hr. B. HcDermott of this office from August 8-23,
1994, at the Susquehanna
Steam Electric Station
and at your Allentown corporate offices.
The
inspection
was focused
on issues
important to public health
and safety,
and
consisted of an independent
evaluation of the plant design
change
process.
The preliminary inspection findings were discussed
by telephone with
Hr.
R. Saccone
and other members of your staff on August 23,
1994,
and with
you also
on September
15,
1994.
Your program for developing design
changes
and modifications
was found to be
well controlled.
Several safety-significant
design
changes,
derived from
Susquehanna
Individual Plant Evaluation
(IPE) analyses,
were found to be well
conceived.
These
changes
are notable in that they enhance
your
operators'bilities
to better
cope with high risk IPE scenarios.
Temporary
modifications were appropriately evaluated for safety impact.
Communications
between
the site
and corporate organizations
were generally viewed
as
a
strength,
and your design basis
documentation
project is an excellent
initiative.
The Engineering
Review Committee
and the Nuclear Safety
Assessment
Group were found to provide valuable insights, contributing to
effective management
oversight.
