There is much discussion concerning the BWROG HPG contingency 5 and the PPN, implementation ofthis contmgency.
PP&L has taken deviations to this generic guidance.
These deviations, the rationale that lead to their development and the justNcation fortheir implementation are discussed in the PP&L report NH-92-001 and the safety evaluations NL-~16, -017, -020, -021. Sased upon the calculations described in these docLunenta, PP&L has demonstrated that in aH case iranhel but one, the PP&L strategy results in greater margin for core cooling, lower suppression pool temperature, lower containment pressure, and lower utmrtainty concerning the outcome ofthe event. The only case where this is not true is an MSIVclosure with fhBure of

either RPS and ARIor both Scram Discharge Volumes,
~
both SLCS pumps to inlect,
~
two CRD pumps to operate fortwo hours, and success ofthe containment vent system. Ifin addition to the failures identified above, the containment vent is also unavailable, the BWROG strategy ofFers no additional protection.
Therefore the strategy implemented by PP&L represents the best approach for dealing with ATWS at Susquelenna.
The combination oflures and success identified above requires that the failures be independent, since these systems share common support systems; electric power and instrunlnt air. Failure ofthe AC busses that energize the SLCS and CRD systems are required forvent operation, Failure ofinstrument air, which is required for manual rod insertion, alsoIthe vent systems.
Thus this particular accident sequence requires success ofthe common support systems and independent fhilure ofthe f'ront-line equipment, Tierefore this sequence is vanishingly small. This is conclusion is varied by the foHowing probability calcLdation.
