Byram Senior Vice President-Nuclear Pennsylvania Power and Light Company 2 North Ninth Street Allentown, Pennsylvania 18101
Dear Mr. Byram:
SUBJECT:
SUSQUEHANNA STEAM ELECTRIC STATION, UNITS 1
AND 2, STAFFING PRACTICES SURVEY The U.S. Nuclear Regulatory Commission is conducting a survey of nuclear power plant staffing practices.
On July 14, I telephoned Jim Kenny of Licensing to describe this survey and solicit the participation of Susquehanna personnel.
On July 27, Mr. Kenny informed me that approval had been granted for Office of Nuclear Reactor Regulation staff and our contractors to visit your site on August 30 through September 1 for the purpose of conducting the survey.
Specifically, Ms. Tilda Liu (NRR), Mr.. Colin Carroll (Sonalyst),
and Ms. Deborah Shurburg (Brookhaven National Laboratory) will conduct the survey.
They will report to the site at 8:30 a.m.,
each day of the visit.
The purpose of this letter is to clearly identify the survey's objectives, the research team's planned activities at your site, and the support that will be required.
The objective of this survey is to gain insight into plant personnel workloads and the workload management strategies they use when responding to plant operational events.
The team's charter is to conduct a
- survey, not to evaluate regulatory compliance.
Specifically, the team intends to conduct the activities identified in the enclosure, at the Susquehanna site.
Keeping in mind that participation in this survey is voluntary, we have tried to limit the activities and involvement of your personnel, wherever possible, in order to minimize our impact on site staff workloads.
Following each activity listed in the enclosure, there is a description of the support that we are requesting.
