NRC Memorandum "Biennial Procedure Review and Plant Procedure Programs," dated December 21, 1992 In Reference (a), Pennsylvania Power &Light Company requested that the present requirement of biennial (every two years) reviews of nuclear plant procedures be reduced, provided certain criteria involving reviews as listed in Reference (b) are followed.

Allaffected procedures shall be reviewed after unusual events; Plant procedures shall be based on total designs; Industry events shall be reviewed; Significant operating occurrence reports, nonconformance reports, and engineering deficiency reports shall be reviewed; Review of existing procedures shall be performed by comparing TS changes with TS amendments; Emergency operating procedures shall be reviewed every two years; QA should review (on a sampling basis) those procedures that are used more frequently than every two years; Routine procedures not used for two years should be removed; Emergency Operating Procedure, OffNormal Procedure, Emergency Preparedness Procedures, and any event-driven procedure shall be reviewed every two years; and Procedures associated with regulatory requirements including Commonwealth of
