NRC REGION I COMBINED INSPECTION 50-387/94-11; 50-388/94-12

The enclosed report documents a resident safety inspection conducted by Messrs. G. S.

Barber and D. J. Mannai, and others from May 24, 1994 through July 18, 1994, at the

Susquehanna

Steam Electric Station (SSES), Salem Township, Pennsylvania.

Areas relevant

to the health and safety of the public examined during the inspection are described in the

enclosed report.

At the conclusion of the inspection, Mr. G. S. Barber, Senior Resident

Inspector, summarized the inspection findings with Mr. Robert A. Breslin and other

members of your staff.

During the inspection period, your staff modified the Unit 2 Residual Heat Removal system

pump discharge check valves.

The modification contained a vendor design error which

resulted in draining of the 'B'oop of RHR. This vendor design error was not detected by

your staff during the modification implementation process.

We are concerned that the quality

of engineering review involving the modification process may not be sufficiently rigorous

relative to equipment design changes involving safety-related components,

We understand

this matter is still under review and evaluation by your staff.

Consequently,

we'consider this

matter unresolved pending our evaluation of your corrective actions.

In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice," a copy of this letter and

its enclosures willbe placed in the NRC Public Document Room.

No response to this letter

is required.
