SUSQUEHANNA STEAM ELECTRIC STATION UNITS ONE AND TWO

EMERGENCY PREPAREDNESS PROGRAM COMBINEDINSPECTION NOS.

50-387/94-08; 50-388/94-10

This letter forwards the report of the subject announced

inspection

conducted

by Messrs.

W. Maier and D. Silk of this office on May 2 through May 5, 1994, at the station in Berwick,

Pennsylvania.

Preliminary inspection findings were discussed with Messrs.

Gene Stanley and

George Jones on May 5, 1994, by Mr. Maier.

Areas

examined

during this inspection

are important to public health

and safety

and are

described in the NRC Region I Inspection Report that is enclosed with this letter. Within those

areas,

the inspection consisted of observations by the inspectors, interviews of personnel,

and

examinations of selected procedures

and records.

The inspectors found that the Emergency Preparedness

(EP) program was well implemented.

The Emergency Directois, Recovery Managers,

and operating crews that were interviewed

demonstrated

a superior level ofknowledge and expertise in the EP area.

These attributes were

viewed as a program strength.

Additionally, the aggressive corrective actions that were taken

to address

previously identified deficiencies

were also considered

a noteworthy strength.

However, two potential weaknesses

were identified in the program. The repeated use ofa single

examination over several years to evaluate emergency preparedness

training effectiveness was

assessed

as a poor practice.

In addition, the lack of coordination and general oversight by the

Nuclear Emergency Planning group over emergency response facilities operated or occupied by

others led to changes being made to those facilities that were inconsistent with the Susquehanna

Emergency

Plan.

One of those changes

led to a violation of NRC requirements

that was

identified by your staff.

This violation was of minor safety impact, however, and the prompt

and comprehensive actions taken by your staff to identify and correct the problem were sufficient

to justify the mitigation of enforcement sanctions.

That violation, therefore, is not being cited.
