This refers to Pennsylvania Power and Light Company's (PP&L's) May 9, 1994, letter

to our letter, dated April 1, 1994, regarding Inspection Report 94-01 and the
subject unresolved item.

dealt with the use of a single value for the
maximum radiation level in secondary containment in the Emergency Operating Procedures.

Additional information is requested
concerning
PP&L's evaluation
to increase
the single
secondary containment maximum normal radiation level (MNRL) value in EO-100-104 to 500
mR/lz.

The issue ofusing a single maximum normal radiation level (%&EL) in secondary containment
has been a matter of discussion with the NRC for several years.
Although there are a variety of
reasons for using a single value, after re-evaluation a decision was made to use multiple MNRL
values.
The disposition of this re-evaluation revises the MNRL Rom a single value to multiple
values that are consistent with the area radiation monitor (ARM) setpoints
located within
'econdary
containment.
These ARM setpoints are high enough to allow for normal evolutions
to be conducted
but will also identify abnormal conditions should they occur.
Revision to
appropriate proce'dures to make the change to multiple setpoints willbe completed by October
1, 1994.
PP&L believes that the use of multiple 5&EL values in secondary
containment
satisfactorily addresses
NRC's concern.
