NRC REGION I COMBINED INSPECTION 50-387/94-04; 50-388/94-04

The enclosed report documents a resident safety inspection conducted by Messrs.

G. S.

Barber and D. J. Mannai, and others from January

1, 1994 through February 26, 1994, at

the Susquehanna

Steam Electric Station (SSES), Salem Township, Pennsylvania.

The

inspection covered plant operations,

surveillance, and maintenance for both units. At the

conclusion of the inspection, Mr. G. S. Barber, Senior Resident Inspector, summarized the

inspection findings with Mr. H. G. Stanley and other members of your staff.

Areas examined during the inspection are important to public health and safety and are

identified in the report.

Within these areas,

the inspection consisted of selective

examinations of procedures

and representative

records, interviews with personnel,

and

observation of activities in progress.

The purpose of the inspection was to determine

whether NRC licensed activities were being conducted safely and in accordance with

regulatory requirements.

During Licensee Event Report (LER) review, the inspector noted

your staff's identification and reporting of several conditions prohibited by Technical

Specifications as described in Section 6.0 of the attached report.

Consequently,

we have

exercised enforcement discretion in accordance with 10 CFR 2, Appendix C, Section VII.B

and dispositioned seven of the conditions as non-cited violations. While your staff's

identification of the conditions was considered

a strength, we are concerned about the quality

and timeliness of the corrective actions that were documented in some LERS as compared to

the actually implemented corrective measures

documented by your Significant Operating

Occurrence Reports on these matters.

We understand

that you have initiated efforts to

resolve this disparity. Ifour understanding

is not correct, please contact Mr. John White of

this office within 15 days of the date of this letter.

In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice," a copy of this letter and

its enclosures willbe placed in the NRC Public Document Room.
