The enclosed report documents
a resident safety inspection conducted by Messrs.
G. S.
Barber and D. J. Mannai from November 16, 1993 through December 31, 1993, at the
Susquehanna
Steam Electric Station (SSES), Salem Township, Pennsylvania.
The inspection.
covered plant operations,
surveillance, and maintenance for both units. At the conclusion of
the inspection, Mr. G. S. Barber, Senior Resident Inspector, summarized the inspection
findings with Mr. H. G. Stanley and other members of your staff,
Areas examined during the inspection are important to public health and safety and are
identified in the report.
Within these areas,
the inspection consisted of selective
examinations of procedures
and representative
records, interviews with personnel,
and
observation of activities in progress.
The purpose of the inspection was to determine
whether NRC licensed activities were being conducted safely and in accordance with
regulatory requirements.
During Licensee Event Report (LER) review, the inspector noted
that your staff identified three cases of operations prohibited by Technical Specifications.
Your staff's identification and corrective actions relative to these matters were considered
a
strength.
Consequently,
we have exercised enforcement discretion in accordance with 10 CFR 2, Appendix C, Section VII.Band dispositioned the conditions as non-cited violations,
In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice," a copy of this letter and
its enclosures willbe placed in the NRC Public Document Room.
