On August 9-13, 1993, as described in the enclosed report, Mr. J, Lusher and others of this
office inspected the Susquehanna
Steam Electric Station Emergency Preparedness
(EP) program.
Atthe end of the inspection, preliminary findings were discussed with Mr. C. Myers and other
members of your staff.
Overall, we found that the Susquehanna
Steam Electric Station EP program was being acceptably
implemented.
Strengths were noted in management involvement, in EP auditing, and in support
to state and local governments.
We also noted that a considerable effort was being applied to
modification ofthe Emergency Action Level (EAL) scheme to incorporate Nuclear Management
and Resources
Council (NUMARC) EAL criteria and to document EAL bases.
