Your letter of April 18,

1991, requested an exemption from hydrostatically testing six welds in the offgas system piping in accordance with NRC Branch Technical Position (BTP),

ETSB ll-l, Revision 1, Parts IV and VI.

The offgas piping at Susquehanna was designed to meet either the requirements of guality Group D (Augmented) as defined in the BTP or the American National Standards Institute, B 31.1, Power Piping Code.

For this type of piping, licensees can evaluate and disposition piping integrity in accordance with 10 CFR 50.59.

As discussed in the enclosed safety evaluation, no exemption is necessary.
