SUMMARY

This letter documents the subject management meeting held by NRC with representatives ofyour

staff, the Federal Emergency Management Agency (FEMA), and the Commonwealth of Pennsylvania to discuss potential improvements in the development and review process for exercise scenarios.

Enclosed, for record purposes, is a list of meeting attendees, and a,copy of the handout used for your presentation.

We believe that this meeting was beneficial in identifying scenario issues for consideration by your staff, the NRC, FEMA, and the Commonwealth.

We expect to consider lessons learned from the Susquehanna exercise in future scenario

reviews, and will follow-up on recommendations identified during the meeting, Thank you for your staff's effort in coordinating scenario production during Full Field Exercise-3 (FFE-3) planning, for your efforts in developing a new scenario followingFFE-3 cancellation, and for assisting the NRC and FEMA to address the Commonwealth's exercise scenario concerns during the March 25 meeting.
