INSPECTION REPORT NOS. 50-387/93-02; 50-388/93-02

This letter refers to the announced training inspection by Mr. J. H. Williams of this office on

January

11 and 12, 1993.

This inspection was conducted to provide the NRC with assurance

that licensed operators were trained and could protect public safety when implementing the

revised emergency operating procedures.. Both operating crews observed by the inspector

demonstrated

satisfactory performance using the emergency operating procedures

on the

simulator.

The inspection determined that training was developed and implemented in a systematic

manner.

However, some features expected to be found in a Systematic Approach to

Training-based program were missing.

These features were associated with maintaining the

job task analysis and developing lesson plans to ensure consistent delivery.

The missing

features did not appear to reduce training effectiveness in this case.

In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice," a copy of this letter and

its enclosure willbe placed in the NRC Public Document Room.
