SUBJECT:

TEMPORARY WAIVEROF COMPLIANCERELATED TO THE RWCU SYSTEM ISOLATIONACTUATIONINSTRUMENTATION This letter is in response to your request to waive compliance with Technical Specification 3.3.2, as described in your November 17, 1992, letter requesting a Temporary Waiver of Compliance for the Isolation Actuation Instrumentation associated with the Reactor Water Cleanup (RWCU) system at the Susquehanna Steam Electric Station, Unit 2. A copy of your letter is attached.

After careful consideration of this issue, the NRC, with both Region I and NRR concurrence, concluded that (1) the restoration of the RWCU system while the instrumentation is being repaired willnot cause a significant reduction in the margin of safety relative to previously evaluated accidents, and (2) the relief granted willnot put the plant into an unsafe condition.

At 7:30 pm on November 17, 1992, a Temporary Waiver of Compliance was granted verbally for the restoration of the RWCU system while the "B" channel of the RWCU High Flow isolation actuation instrumentation was being repaired.

This Temporary Waiver of Compliance is a 3-day (up to 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br />) exception to the RWCU system isolation requirement contained in Technical Specification 3.3.2, Table 3.3.2-1, Action 23, with the following conditions:

The diverse and redundant RWCU line break detection logic described in your letter remains operable. Ifthis condition is not met during the 72 hour8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> period, then the actions required by Technical Specification 3.3.2 shall be followed and the NRC will be notified.

You notify the NRC upon exit from the temporary waiver period, This Temporary Waiver of Compliance expires on November 20, 1992, at 7:30 p.m. If during the conduct of the instrument repairs you find that the instrumentation can not be returned to service within the 72 hour8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> time period, I understand that you willcontact the Region I Office.
