An unannounced

safety inspection of the radiological controls program at your facility was

conducted by J. Noggle on September 21 - 25, 1992.

The inspection findings were discussed

with members of your staff at an exit meeting on September 25, 1992.

Areas reviewed during the inspection are discussed

in the enclosed inspection report.

The

inspection involved the review of areas important to public health and safety and focused on

the effectiveness of radiological controls during outage work. It was determined that a

generally effective radiological control program was implemented at Susquehanna

Steam

'lectric

Station during the Unit 2 fifth refueling outage.

Progress

was made in shielding

optimization, obtaining primary containment positive pressure,

and major improvements were

noted in radiological postings in some of the major work areas.

Weaknesses

in Radiation

Work Permits (RWPs) and some other enhancements

in the operations radiation protection

area need attention.

Within the scope of this inspection, no violations were identified. No response

to this letter

is required.
