An unannounced
radiological controls inspection was conducted by J. Noggle at the
Susquehanna
Steam Electric Station (SSES) on August 10-14, 1992.
The inspection involved
review of areas important to worker health and safety.
The inspection findings were
discussed with your staff at an exit meeting on August 14, 1992.
The inspection focused on
organimtion, training and qualifications, and a review of the operations HP group,
In
addition, review was made of one radwaste resin shipment.
At the time of this inspection, your staff was preparing for their second refueling and
maintenance outage of the year.
Adequate radiation protection resources
appear to be
available for the upcoming outage.
Several enhancements
to the operational HP program
have been developed for outage implementation and willbe reviewed in a later outage
inspection.
Finally, in connection with the review of the radwaste resin shipment a
discrepancy was noted in sampling which is detailed in the attached report,
The discrepancy
involved a significant difference between the actual measured
contact radiation dose rate on
the shipment liner and the dose rate determined by calculational methods following laboratory
analysis of a sample reportedly representative of the contents of the liner. While manual
resampling enabled your staff to resolve the discrepancy for that particular shipment, the
capability of the automatic in-line sampler to provide adequate and representative
samples
requires further review.
We willfoHow-up on your staff's evaluation of this matter in a
future inspection.
