USE OF CLOSED CIRCUIT TELEVISION (CCTV)

TO SATISFY TECHNICAL SPECIFICATION (TS)

FIRE WATCH REQUIREMENTS, SUSQUEHANNA STEAN ELECTRIC STATION (SSES),

UNITS 1

AND 2 (TAC NOS.

H84243 AND H84244)

As requested by your letter of August 5, 1992, the staff approves the use of CCTV to satisfy the TS requirements for a cont'inuous fire watch in locked radiation areas at SSES where Thermo-Lag fire barriers have been declared inoperable in response to NRC Bulletin 92-01.

These locked radiation areas have been identified as the following: Fire Zone 2-3C-W, Fire Zone 2-3C-N, Fire Zone 2-5C, and Fire Zone 1-6I.

TS Section 3/4.7.7 requires all fire rated assemblies to be operable at all times.

With one or more of the required fire rated assemblies inoperable, a

continuous fire watch must be established within one hour on at least one side of the affected assemblies, or fire detector operability must be verified on at least one side of the inoperable fire assembly and an hourly fire watch established.

The CCTV will be used to satisfy these requirements for the fire zones listed above'n your letter, you advised the staff that fire detectors in the affected fire zones are currently operable and that hourly fire watches were established to compensate for the inoperability of the barriers.

Your letter also advised us that CCTV camera system have been staged in the fire zones of concern to permit continuous observation should that become necessary upon loss of fire detection capability.
