Gentlemen:

Subject:

Systematic Assessment of Licensee Performance (SALP) Report

Nos. 50-387/90-99; 50-388/90-99

This letter forwards the final Susquehanna

Steam Electric Station SALP Report for the period

December

1, 1990, through April 18, 1992 (Enclosure 1).

The initial SALP report was

forwarded to you by our letter of July 1, 1992 (Enclosure 2).

This initial report was

discussed with you and members of your staff at a meeting on July 16, 1992, at the

Susquehanna

Energy Information Center in Salem Township, PA.

Our overall assessment

indicated that the Susquehanna

facility was operated safely.

Continued superior performance was observed in the Operations, Security and Safeguards,

Maintenance/Surveillance,

Emergency Preparedness,

and the Safety Assessment/Quality

Verification functional areas.

Performance in Engineering Support improved.

Radiological

Controls remained good.

Your performance during the past SALP period was the subject of special recognition from

the NRC's Executive Director for Operations and was noted as being exemplary and a

positive example for the industry.

Based on discussions at the July 16, 1992, meeting and your response of July 27, 1992,

(Enclosure 3), no changes were made to the SALP report.

We acknowledge and encourage

your plans to maintain your strengths and otherwise improve your performance.
