INSPECTION OF THE SUSQUEHANNA EROSION/CORROSION

INSPECTION PROGRAM, COMBINED INSPECTION NOS. 50-387/92-05

AND 50-388/92-05

This letter refers to the inspection conducted by Messrs. J. Medoff and R. A. McBrearty of

this office and Mr. K. Parczewski of NRR on May 4-7, 1992 at Allentown, Pennsylvania and

at the Susquehanna

Steam Electric Station Units 1&2 of activities authorized by

NRC License Nos. NPF-14 and NPF-22.

The results of this inspection were discussed with

Mr. G. Stanley and other members of your staff at the conclusion of the inspection.

Areas examined during this inspection are described in the NRC Region I Inspection Report,

which is enclosed with this letter.

Within these areas,

the inspection consisted of selective

examinations of procedures

and representative

records, interviews with personnel and

observations by the inspectors.

The inspection focused on the erosion/corrosion program and

its implementing inspections at Susquehanna.

These inspections are used to verify the

acceptability of the plant's piping systems to safely perform their intended function,

Generally, we found the program and its implementation to be of excellent quality.

However, two weaknesses

were identified regarding the lack of quality assurance

and

procedure control over the analytical computer program, and the lack of confirmation of the

accuracy of the hand calculations to document the percent of erosion that has occurred in

specific inspection zones.

We are concerned with your staff maintaining Class

1 reactor pressure boundary in

conformance with the ASME Code requirements.

You should ensure'that NDE findings such

as erosion/corrosion

effects are properly resolved in accordance with the ASME Code rules

and NRC related guidances

such as'Generic Letter 90-05.

While we consider the application

of a weld buildup to the outside of the X-175 feedwater pipe to have reduced the possibility

of a pipe leak during the next operating cycle, this repair method is not in conformance with

the ASME Code Sections III or XI. We discussed

this with your staff during a meeting at

NRR on May 28, 1992.

In a subsequent

phone discussion with Mr. J. Kenny on

June 5, 1992, we requested

and have since received a written commitment to replace the

erosion affected portion of the feedwater piping.

In addition, we also requested

and received

a basis for continued safe operation until the piping is replaced.
