AND 2, (TAC NOS.
M82105 AND M82106)
By memorandum from Charles W. Hehl dated October 10,
- 1992, NRC Region I proposed a Task Interface Agreement (TIA) with NRR concerning the Emergency Operating Procedures (EOPs) for Susquehanna Steam Electric Station (SSES),
Units 1 and 2.
The proposed TIA requested NRR's assistance. in determining the technical adequacy of Pennsylvania Power and Light Company's (PP&L) accident mitigation strategy for level/power control which differs from the strategy specified by the BWR Owners'roup (BWROG) Emergency Procedure Guidelines (EPGs).
NRR was also requested to determine the technical adequacy of PP&L's Heat Capacity Temperature Limit (HCTL) curve.
During the course of our review, the staff has determined that additional information is required, as follows, to determine the technical adequacy of PP&L's HCTL curve.
Request for additional information:
Provide a discussion and justification of the differences between the method employed by PP&L to develop the HCTL curve for Susquehanna Steam Electric Station and BWR Owners'roup guidance contained in the Emergency Procedure Guidelines (EPGs) relating to the generation of the HCTL curve.
