PROGRAM RELIEF REQUESTS, SUSQUEHANNA STEAM ELECTRIC STATION, UNITS 1

AND 2 (TAC NOS.

M82109 AND M82110)

By letter dated October 31,

1991, Pennsylvania Power and Light Company (PP8L or the licensee) requested relief from the sample expansion requirements of ASME Section XI for Control Rod Drive (CRD) housing bolting for Susquehanna Steam Electric Station (SSES),

Units 1 and 2.

These additional examinations are required when cracks are detected in the head to shank fillet area of the CRD housing hold down bolting.

Through engineering and metallurgical

analysis, the licensee has concluded that this type of cracking does not compromise CRD bolting integrity or the protection of public health and safety.

Accordingly, the staff has reviewed the licensee's request and has concluded that there is reasonable assurance that relief from the sample expansion requirements of Section XI of the ASME Code for CRD housing bolting at

SSES, Units 1 and 2, will not affect the structural integrity of the housing.

The staff recommends that the inspection plan is structured such that all of the CRD housing bolting is inspected during each inspection interval.

Pursuant to 10 CFR 50.55a(g)(6)(i),

the staff concludes that the relevant requirements of the ASME Code are impractical for your facility and relief may be granted for Relief Request Nos.

1RR-22 and 2RR-19 until the end of the

  • current inspection cycles for each unit.

Such relief will not endanger life, property, or the common defense and security, and is otherwise in the public interest.

This relief has been granted giving due consideration to the burden upon the licensee that could result if the requirements were imposed on the facility.

Our safety evaluation is enclosed for Units 1 and 2.
