REQUALIFICATIONPROGRAM EVALUATION,REPORT NOS. 50-

387/92-01 AND 50-388/92-01 (OL)

During the week of January 6, 1992, the NRC conducted

a requalification program

evaluation at the Susquehanna

Steam Electric Station.

The evaluation was conduct'ed in

accordance with NUREG-1021, "Operator Licensing Examiner Standards,"

Rev. 6.

The

evaluation had two purposes:

(1) to evaluate individual licensed operator competency;

and

(2) to evaluate the effectiveness of the licensed operator training program.

At the conclusion

of the evaluation, findings related to the preparation

and administration of the requalification

examinations were discussed

with those members of your staff identified in the enclosed

report.

As a result of this evaluation, the Susquehanna

requalification program is considered

to be

satisfactory.

However, a programmatic weakness

in the evaluation techniques

used by the

facility during dynamic simulator evaluations was identified.

One crew and three individual

operators performed unsatisfactorily on the dynamic simulator portion of the examinations.

Generic weaknesses

were observed in the operators'bility to operate the Feedwater system

and with lack of sensitivity to reactor pressure

vessel (RPV) level control and prevention of

RPV cooldown with the reactor not shut down.

We understand

that you are performing a root cause analysis to determine the cause of the

identified weaknesses

and planning to address

the weaknesses.

We request that you inform

us in writing of the results of your root cause analysis and of the planned corrective actions

to address

the identified weaknesses.

In accordance with 10 CFR 2.790 of the Commission's regulations,

a copy of this letter and

the enclosed report will be placed in the NRC Public Document Room.
