NRC Region I Combined Inspection 50-387/91-10; 50-388/91-10

The enclosed report documents

a routine safety inspection conducted by inspectors of this office on

June 25, 1991 - August 12, 1991, at the Susquehanna

Steam Electric Station (SSES), Salem

Township, Pennsylvania.

The inspection covered plant operations,

surveillance, and maintenance

for both units. At the conclusion of the inspection, Mr. G. S. Barber,'enior Resident Inspector,

'ummarized

the inspection findings with Mr. H. G. Stanley and other members of your staff.

A Unit 1 reactor scram with MSIV closure occurred on July 31.

The NRC considered this event

significant because

there were several complications that challenged the operators ability to mitigate

the transient.

While no violations of NRC requirements were identified, several matters were

identified that require further review and evaluation.

Accordingly, as discussed

between Mr. H.G.

Stanley and Mr. J.R. White of our staff on August 27, 1991, a Management Meeting willbe held

within 30 days of your receipt of this letter to address your review and evaluation of the matters

identified in Section 2.2.2 of this report.

Accordingly, you should be prepared

to present your

evaluation of each of these matters, including short-term and long-term corrective measures

and a

schedule of performance,

as applicable. Ifyou have any questions regarding this meeting, please

contact Mr. John R. White of our staff at 215-337-5114.
