SAFETY EVALUATION OF THE SUSQUEHANNA STEAM ELECTRIC STATION UNITS I AND 2, JACKET WATER HEAT EXCHANGER TUBE BUNDLE REPLACEMENT TAC NOS.

REFERENCE:

Letter from Keiser, PP&L, to W.

R. Butler, NRC, dated Hay 2, 1991, with attachment.

The staff has completed its review of the PP&L submittal referenced above concerning the replacement of the existing tube bundles contained within the jacket water heat exchangers of the A, B, C, and D Diesel Generators.

Attached is our safety evaluation (Enclosure) of the information in the submittal and of the responses provided subsequently to address the staff's request for additional information.

We find the Code compliance issues related to materials and pressure integrity and stru'ctural aspects of the proposed replacement project acceptable and consider all issues satisfactorily resolved.

Accordingly, the requested relief is granted based on the provisions of 10 CFR 50.55a (a)(3)(i)

& (ii) and Generic Letter 89-09.

The proposed replacement provides an adequate level of quality and safety.

The relief is authorized by law and will not endanger life or property, or the common defense and security and is otherwise in the public interest.
