IST RELIEF REQUEST NO. 62, SUSQUEHANNA STEAN ELECTRIC STATION, UNITS 1

AND 2 (TAC NOS.

79986 AND 79987)

Your letter of March 16, 1991 submitted Relief Request No.

62 to the Inservice Test (IST) Program for Pumps and Valves for Susquehanna, Units 1 and 2.

You proposed that the various pumps would not have to be declared inoperable if, during testing, there is an excursion of the pump flow rate or differential pressure test quantities beyond the "High Value" limits of the Required Action Range.

You noted that high values of the performance test quantities have never been indicative of pump degradation but are indicative of instrumentation or system changes.

This Relief Request was discussed with your staff in a conference call on April 16, 1991, during which we advised your staff that the requested relief was not needed.

If there is a problem with the instrumentation, IWP-3230(d) permits you to declare the test invalid, recalibrate the instruments involved and rerun the test.

In June 1989, the NRC staff held four public meetings to discuss Generic Letter 89-04, "Guidance on Developing Acceptable Inservice Testing Programs".

The minutes of these public meetings were distributed to you by letter dated October 25, 1989.

The response to question 46 (excerpt enclosed) addressed the conditions posed by your Relief Request No. 62.

If the test is halted because the instrumentation is suspected to be malfunctioning, you do not need to enter the LCO.

However, the test should promptly be rerun after the instruIIIentation is recalibrated.

Since the Relief Request is not needed, as we advised your staff, we are considering the request as withdrawn.

Our action on Relief Request No.

62 is closed as of the date of this letter.

By letter dated February 7, 1990, you submitted IST Relief Request tto. 56.

We discussed this Relief Request with your staff during the April 16, 1991 conference call.

We understand you plan to furnish some supplemental

',nformation by July 16, 1991 dealing with the issues discussed during the call or to withdraw the request.
