During the week of January

14,

1991,

the

NRC conducted

a requalification

program evaluation at the Susquehanna

Steam Electric Station.

The evaluation

was conducted

in accordance

with NUREG-1021,

"Operator Licensing Examiner

Standards,"

Rev.

6.

The evaluation

had two purposes:

(1) to evaluate indi-

vidual licensed operator

competency;

and (2) to evaluate

the effectiveness

of

the licensed operator training program.

At the conclusion of the evaluation,

findings related to the preparation

and administration'of the requalification

examination

were discussed

with those

members of your staff identified in the

enclosed

report.

As a result of this evaluation,

the Susquehanna

requalification program

has

been determined to be satisfactory.

Based

on

NRC grading, all twenty of twenty

operators

examined

passed all portions of the

NRC administered

examination.

The five crews that participated in the examination

performed satisfactorily

on

the simulator portion of the examination.

The operators

were well trained

and

prepared for the requalification examination.

The enclosed

examination report also reviewed your response

to the two un-

resolved

items from the previous training program

team inspection.

Your

response

to the unresolved

items were found to be acceptable.

In accordance

with 10 CFR 2.790 of the Commission's

regulations,

a copy of this

letter and the enclosed

report will be placed in the

NRC Public Document

Room.
