Gentlemen:

Subject:

Inspection

50-387/90-80

and 50-388/90-80

This refers to your letters dated August 3,

1990,

and

November

19,

1990, in

response

to our letter dated

June 8,

1990

and telephone

conversation

on

September

29,

1990, regarding

Susquehanna

Steam Electric Station

(SSES)

Emer-

gency Operating

Procedures

(EOPs).

Thank you for providing a response

to our requests.

Your responses

prioritized

the

EOP issues

into three categories.

We understand

that all priority 1 and

2

issues will be completed

by June.30,

1991.

All remaining issues will be

'ddressed

when the

EOPs are

upgraded to the Revision

4 of the

BWR Owner's Group

(BWROG) Emergency

Procedure

Guidelines

(EPG) by January

30,

1993.

Based

on

your schedule,

SSES will be the last

BWR in the Region to implement Revision

4

of the

BWROG EPGs.

We understand

that the reasons

for the January

31,

1993

date are that your resources

are being utilized first on the

SSES Individual

Plant Evaluation (IPE) and your desire to only make

one major change to the

EOPs to implement Revision

4 of the

BWROG EPGs

and also implement the results

of the IPE.

We would not find your actions acceptable if you delay upgrading

the

SSES

EOPs to implement revision

4 of the

BWROG EPGs beyond the January

31,

1993 date.

Your actions will be examined during

a future inspection of your

licensed

program.

Your cooperation with us is appreciated.

Sincerely,

priginal Signed Sy l

Lee

Branch

Division of Reactor Safety
