The enforcement

conference

was held at the request of NRC Region I to

discuss

the apparent violations of 10 CFR 50, Appendix B, Criterion

V

relating to failure to following established

procedures

for identifying

and reporting nonconformances

and

10 CFR 50.49(J)( 1)(2) relating to the

environmental qualification of safety related

components

required to

function in

a harsh

environment.

Licensee

Presentation

The licensee

presentation,

which consisted

of a series

of viewgraphs

and

appropriate

discussion,

are attached.

The licensee

discussed:

the

background

associated

with their identification of the deficiencies;

the

root cause;

corrective actions

taken;

safety significance;

actions to

prevent recurrence

and mitigating

circumstances'icensee

management

determined that actions

taken for the deficiencies

identified was appropriate

and timely.

However, the need to improve was

acknowledged

by the licensee.

The licensee

has developed

an aggressive

plan to implement the change.

The licensee

stated that

new issues will

receive

prompt Operability/Reportability determinations

and

be reviewed

by

PORC monthly and'rior to any unit startup.

The goal is to resolve

and

closeout

issues within one fuel cycle.

Statement

NRC Region I management

stated that the licensee

would be informed of the

need

and the nature of appropriate

enforcement

action relative to the

apparent violations at

a. later date.
