APPENDIX A NOTICE OF DEVIATION Pennsylvania Power
& Light Company Susquehanna Steam Electric Station Units 1 5 2 Docket Nos.
50-387/50-388 License Nos.
NPF-14/NPF-22 During an NRC inspection conducted on May 16-18,
- 1990, a deviation from a commitment contained in your Final Safety Analysis Report (FSAR) was identi-fied.
In accordance with the "General Statement of Policy and Procedure for NRC Enforcement Actions,"
10 CFR Part 2, Appendix C (1990), the deviation is listed below:
Your FSAR commits to fully testing the Alternate Rod Injection (ARI) System on a periodic basi s to ensure its reliability.
FSAR Section 7.2.3. 1.8, Test Methods to Ensure ARI Reliability, states that "Channel calibration, channel checks and channel functional tests will be performed periodically during operation."
FSAR Section 7.2.3. 1.4.3, ARI Logic, states that each channel contains a time delay relay to allow "All control rods to fully insert before the logic reset can be effected."
Contrary to the above, from the time of post-modification testing of the ARI System (October 26, 1987, for Unit 1 and April 8, 1988, for Unit 2) to the date of this inspection, no periodic tests have been performed to verify the proper functioning of these time delay relays.
Pursuant to the provisions of 10 CFR Part 2, Appendix C - Section V.H.(2),
Pennsylvania Power and Light Company is hereby requested to submit to this office within 30 days of the date of the letter which transmitted this Notice, a written explanation or statement in reply, including: (1) the corrective steps taken (or planned);
(2) the results achieved; and (3) the date when corrective action will be completed.
When good cause is shown, consideration will be given to extending this response. time.
