TO GENERIC LETTER 89-07, SURFACE VEHICLE BOMBS CONTINGENCY PLAN (TAC NOS.

74738 AND 74739)

SUSQUEHANNA STEAM ELECTRIC STATION, UNITS I AND 2 By letter dated November 11,

1989, Pennsylvania Power and Light Company (the licensee) responded to Generic Letter 89-07 related to "Power Reactor Safeguards Contingency Plan."

The -licensee confirmed that it has developed and issued a

procedure which includes safeguards contingency planning for short-term actions that it wi 11 take to protect against attempted radiological sabotage involving a land vehicle bomb in the event such a threat were to develop.

The 'licensee's procedure adopted the approach identified in the generic letter.

Therefore, the subject issue is consider ed resolved for Susquehanna Steam Electric Station, Units I and 2.

By a copy of this memorandum, Region I is advised of the licensee's position on this matter.
