The enclosed

report documents

a Poutine safety inspection

conducted

by

inspectors

of this office on July 30,

1989 - September

9,

1989, at the

Susquehanna

Steam Electric Station

(SSES),

Salem Township, Pennsylvania.

The inspection

covered plant operations,

surveillance,

and maintenance

for

both units.

At the conclusion of the inspection,

Mr. G. Barber

summarized

the inspection findings to Mr. R.

Byram and other members of your staff.

We are concerned that you have set too high a threshold, for reporting engineering

deficiencies.

Notifications and Licensee

Event Reports

(LERs) are required

whenever the plant is in a condition that is outside its design basis.

There

were

two circumstances

documented

in the enclosed

report where.you identified

that the plant was outside its design basis.

Your engineering staff promptly

identified and defined these

issues.

However,

these conditions were apparently

not reported

because

your staff believed that the design basis could be accep-

tably changed to addrnss

the discrepant

conditions.

NRC reporting criteria

require these conditions to be promptly reported in order to assure

NRC's

understanding

of the licensee's justification for continued operation while the

design basis is being revised,

and to assure that the generic aspects

of the

conditions are evaluated

in a timely manner.

In order to assure

that

we have

a

common understanding

regarding

NRC reporting requirements,

please

schedule

a

management

meeting with us at your earliest

convenience.
