RE(VEST FOR REGION I ASSISTANCE IN RESOLUTION OF REPORTABILITY ALLEGATIONS AGAINST PENNSYLVANIA POWER I%i LIGHT COMPANY We have received a series of correspondence from a PPSL employee on a number of occasions.

We are processing them in conjunction with our allegations control system.

The background material for this matter was previously sent to Region I.

We request Region I assistance in determining validity of the reportability aspects of the allegations.

The resident inspection staff should pursue the specific reportability issues associated with the May 22, 1986 emergency diesel generators failures due to an open circuit in a diesel generator field circuit causing an inductive surge which propagated to a computer circuit input card, flashed over to other similar monitoring circuits on the same card, and resulted in the creation of field ground detection alarms on all the other diesel generators.

Additionally, we request that the Region I and the resident inspection staff review the licensee's reportability determination program and procedures applied within the licensee's engineering organization.

We request that the Region I staff provide NRR an assessment and findings on the above reportability questions for incorporation in the NRR response to the alleger.

Additionally, Region I, with NRR concurrence, should take the associated enforcement actions as appropriate.

Please let us know the schedule by which you plan to complete tliis activity.
