NPF-14 PENNSYLVANIA POWER 5 LIGHT COMPANY ALLEGHENY ELECTRIC COOPERATIVE INC.

- 1. 0 INTRODUCTION By letter dated December 15, 1987, Pennsylvania Power 5 Light Company (the licensee) requested an amendment to Facility Operating License No. NPF-14 for the Susquehanna Steam Electric Station (SSES),
Unit 1.
The proposed amendment would revise the Technical Speciffcatfons for 250 V dc battery profiles to reflect. the current load conffguratfon determined by the licensee as a result of revised calculations.
In response to the staff questions, the licensee provided clarification of the load profiles used for testing.
The licensee's clarifications were documented in a letter dated January 23, 1989.
- 2. 0 EVALUATION The
- SSES, Unit 1 250 V dc batteries'ummy loads are adjusted to envelope the duty cycle of the current load configuration as calculated by the licensee.
Since the Technical Specifications will continue to require that the dummy load profiles exceed the duty cycle of actual emergency
- loads, the proposed adjustments will have no significant safety impact and merely reflect an,.
adjustment of loads to correspond to changed conditions.
As indicated in the December 15, 1987 submittal, the licensee has successfully tested the 250 V dc batteries to the revised load profiles.
Therefore, based on the relatively small changes in dummy loads and the fact that the new load profiles were successfully tested, the staff concludes that the emergency loads requirements will continue to be met and the proposed changes have no significant safety impact.
The changes proposed to ?50 V dc battery profiles are acceptable.
3.0 ENVIRONIIIENTAL CONSIDERATION This amendment involves a change to a requirement with respect to the installation or use of a facflity component located within the restricted area as defined in 10 CFR Part 20 and changes to the surveillance requirements.
The staff has determined that the amendment involves no significant increase fn the amounts, and no significant change fn the types, of any effluents that may be released offsite and that there is no significant increase in individual or cumulative occupational radiation 8903080458 890228 PDR ADOCK 05000387 P

The Commission has previously issued a proposed finding that this amendment involves no significant hazards consideration and there has been no public comment on such finding.
Accordingly, this amendment meets the eligibilitycriteria for categorical exclusion set forth in 10 CFR 51.22(c)(9).
Pursuant to 10 CFR 51.22(b) no environmental impact statement nor environmental assessment need be prepared in connection with the issuance of this amendment.
- 4. 0 CONCLUSION The Commission made a proposed determination that the amendment involves no significant hazards consideration which was published in the Federal Re ister (53 FR 30140) on August 10, 1988 and consu Ite'd with the State onnennsy van>a.
No public comments were received, and the State of Pennsylvania did not have any comments.
The staff has concluded, based on the considerations discussed above, that:
(1) there is reasonable assurance that the health and safety of the'ublic will not be endangered by operation in the proposed
- manner, and (2) such activities will be conducted in compliance with the Commission's regulations and the issuance of this amendment will not be inimical to the common defense and security nor to the health and safety of the public.
