RE:
SUSQUEHANNA STEAM ELECTRIC STATION, UNITS 1 AND 2 By a letter dated June 28, 1988, you requested an "exemption from the requirements of Regulatory Guide 1.97," with respect to the High Range Radiation Monitors'ystem accuracy.
Please be advised that the provisions of regulatory guides do not constitute staff or Commission requirements
- and, therefore, exemptions for any non-compliance are not appropr iate.
If you have any questions regarding the above recommendations, please do not hesitate to contact us.
Since you are proposing a revision to one of your commitments which formed a
basis for the staff's safety evaluation for Susquehanna, the change in your commitment should be analysed under the purview of the Commission's regulation at 10 CFR 50.59 to determine if the proposed change to your commitment constitutes an unreviewed safety issue.
The analysis provided in your June 28, 1988 letter does not appear to indicate that there, is an un< eviewed safety issue involved. If upon reexamination you find that the change in commitment does constitute an unreviewed safety issue, please write to us again and provide us your analysis which leads to such a determination.
The staff will then perform an evaluation of the concerns raised and issue a safety evaluation.
