ENCLOSURE TI 2515/93:

INSPECTION FOR VERIFICATION OF QUALITY ASSURANCE REGARDING DIFSEL GENERATOR FUEL OIL

.On October 25,

1988, Mr. Mohan C. Thadani, NRR, PDI-2, reviewed the Susquehanna Steam Electric Station Units 1 and 2 quality assurance program for diesel generator fuel oil.

The licensee's procurement documents indicate that the licensee is correctly specifying that the required fuel oil must meet ASTM specifications D-975 and D2274.

The licensee's Technical Specifications reauire that, at least once per 92 days, the received fuel oil will be tested in accordance with ASTM-0270-1975, ASTM-D975-77 and ASTM-D2274-70.

Although the licensee has adopted the necessary quality assurance program, it is not requiring, and the fuel oil supplier is not providing evidence that the diesel fuel meets all the requirements of ASTM specifications.

This deficiency in the licensee's implementation of quality assurance is documented in the Region I Inspection Report Nos. 50-387/88-18 and 50-388/88-21, dated November 17,

1988, and will be pursued as a separate action by the Region I staff.

The TI 2515/93 can therefore be closed on the basis that the licensee's procurement documents specify the necessary quality requirements, the Technical Specifications provide for verification of diesel fuel oil quality by the licensee in accordance with the applicable ASTM standards, and the implementation deficiencies are being pursued by the Region I staff as a separate action.

TI 2515/95 INSPECTION FOR VERIFICATION OF BWR RECIRCULATION PUMP TRIP INSTALLATION At Susquehanna Steam Electric Station, Units 1 and 2, the ATWS-RPT designs conform to the staff approved standard Montecello design.

The systems were installed in both units during each units construction stage.

The staff approval of the systems was based on the staff's safety evaluation related to compliance with the ATWS Rule 10 CFR 50.62.

On October 25, 1988, Mr. Mohan C. Thadani, NRR, POI-2, verified that Susquehanna Steam Electric Station Units 1 and 2 have the Reactor Recirculation Pump Trip capability required by 10 CFR 50.62.

The pump trip logic is included to permit actuation on either low water level or high reactor vessel pressure.

This is acceptable.
