APPENDIX A NOTICE OF VIOLATION Pennsylvania Power and Light Company Susquehanna Steam Electric Station Units 1 and 2
Docket Nos.
50-387/50-388 License Nos.
NPF-14/NPF-22 As a result of the inspection conducted on September 28-30,
- 1988, and in accordance with the "General Statement of Policy and Procedure for NRC Enforce-ment Actions,"
10 CFR Part 2, Appendix C (Enforcement Policy) (1988), the following violation was identified:
10 CFR 50 Appendix B Criterion VII requires that measures shall be established to assure that purchased material conform to procurement documents.
These measures shall include provisions for objective evidence of the quality furnished and examination of products upon delivery.
Documentary evidence that the material conforms to the procurement require-
,ments is required prior to the use of the material.
Pennsylvania Power and Light Company (PP&L) Procedure NDI gA2.4.7, "Procurement of guality Materials and Services,"
requires confirmation of materials prior to use.
Fuel purchase orders specify No.
2 diesel fuel oil that must meet ASTM Specification D-975 and D-2274.
These specifications require testing for flashpoint, cloudpoint, water and sediment, carbon residue, ash distillation, viscosity, sulphur, corrosion and cetane number.
Contrary to the above on September 30,
- 1988, PPKL was receiving emergency diesel generator fuel without evidence of testing for the type and quality of the fuel furnished for all of the foregoing attributes of the ASTM specifications..
This is a Severity Level V violation (Supplement 1).
Pursuant to the provisions of 10 CFR 2.201, Susquehanna Nuclear Generating Station is hereby required to submit to this office within, thirty days of the date of the letter which transmitted this Notice, a written statement or explanation in reply, including: (1) the corrective steps which have been taken and,the results achieved; (2) corrective steps which will be taken to avoid further violations; and (3) the date when full compliance will be achieved.
Where good cause is shown, consideration will be given to extending this response time.
