This management

meeting

was held at the request of NRC Region I to

discuss:

the weaknesses

identified during

NRC Combined Inspection

Nos.

50-387/87-19,

50-388/87-19;

the licensee's

perceptions

as to the cause of

the identified weaknesses;

and the licensee's

corrective actions for

the weaknesses.

In particular, the following weaknesses

were discussed:

frequent rotation

of radiological control supervisory

personnel;

poor worker frisking practices;

poor contaminated

material control practices;

lack of procedures

for high

radiation area

access

control; weak oversight of in-plant radiological

work activities;

and lack of well defined on-going job ALARA review criteria.

Discussion

Licensee

personnel

discussed

the circumstances

and apparent

causes

asso-

ciated with the weaknesses

identified in

NRC Combined Inspection

Nos. 50-387/87-19,

50-388/87-19.

The licensee

placed the findings in

perspective

relative to the findings of their own internal

assessments

of

program adequacy

and effectiveness

and highlighted what actions

were being

taken to address

the identified weaknesses.

The licensee

discussed

his efforts to establish

a permanent highly quali-

fied staff, increase

worker involvement and raise station work practice

standards,

upgrade

the contamination control

program and improve contain-

ment work management.

Concludin

Statements

The licensee

acknowledged

the existence of the weaknesses

identified, but

stated that the overall Radiological

Controls program was in conformance

with regulatory requirements

and guidance

and that

no significant program

breakdown

had occurred.

NRC management

acknowledged

the licensee's

efforts and indicated the

licensee's

efforts appear to be well directed

toward addressing

the

identified weaknesses

and that

NRC would review the effectiveness

of

these actions during future inspections.
