t UNITEDSTATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D. C. 20555 SAFETY EVALUATION AMENDMENT NOS. 47 AND 12 TO NPF-14 AND NPF-22 SUSQUEHANNA STEAM ELECTRIC STATION, UNITS 1

AND 2 DOCKET NOS. 50-387/388 Introduction By letters dated February 11, 1985 and February 28, 1985, Pennsylvania Power and Lighg Company (PPSL) requested chahges to the Admi.nistrative Controls and Onsite Organization sections of the Technical Specifications for the Susquehanna Steam Electric Station, Units 1 and 2 (SSES).

Evaluation 1.

Figure 6.2.2 the licensee has established two new positions at SSES.

These are the Health Physics/Chemistry Supervisor and the Radiological Protection Supervisor.

The radiological protection staff that formerly reported to the Health Physics Supervisor now reports to the Radiological Protection Supervisor who reports to the new Health Physics/Chemistry Supervisor.

The chemistry staff that formerly reported to the Technical Supervisor now reports to the new Health Physics/Chemistry Supervisor.

The NRC staff finds this change acceptable as it does not delete any function needed to support the operation of the SSES and it meets the staff position on plant staffing described in Regulatory Guide. 1.33, guality Assurance Program Requirements (Operations).

Section 6.3 Unit Staff gualifications - the licensee has revised this section to state either the Radiological Supervisor or the Health Physics/Chemistry Supervisor will meet the staff require-ments for qualifications for the function of Radiation Protection Manager described in Regulatory Guide 1.8, September 1975, Personnel Selection and Tiaining.

The NRC staff finds this change acceptable as it meets the staff position for the function of Radiation Protection Manager described in Regulatory Guide 1.8, September 1975.

Section 6.5.1.2 - PPSL has changed the membership of the PORC to reflect the new position of Health Physics/Chemistry Supervisor.

The NRC staff finds this change acceptable as there is no change in the qualifications of the PORC members.

Section 6.5.2.2 - Composition - PPSL proposed changing the composition of the Susquehanna Review Committee (SRC) from nine individuals to at least 8, but not more than 12 individuals.

To establish the proper quorum requirements for the proposed composition of the

SRC, PPSL proposes the quorum requirement (Section 6.5.2.6) to be "not less than a majority of all members, or designated alternates, and shall be subject to the following constraints:

The Chairman or his designated alternate shall be present for all formal meetings; and no more than a minority of the quorum shall have line responsibility for operation of the unit."

We find this change acceptable as it meets the staff position on operational reviews described in Regulatory Guide 1.33, guality Assurance Program Requirements (Operations)

Environmental Consideration These amendments involve changes in administrative procedures or requirements.

Accordingly, these amendments meet the eligibilitycriteria for categorical exclusion set forth in 10 CFR 51.22(c)(10).

Pursuant to 10 CFR 51.22(b) no environmental impact statement or environmental assessment need be prepared in connection with the issuance of these amendments.

Conclusion We have concluded, based on the considerations discussed above, that:

(1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed

manner, and (2) such activities will be conducted in compliance with the Commission's regulations and the issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public.
