. FILE 840-4 PLA-493 Dear Mx'. Carlson Reference is to your letter of January 18, 1980 which forwarded combined Inspection Reports 5O-387/79-31 and 50-388/79-16 and PPGL's response thereto (Ref. PLA-456 dated February 29, 1980)

In PLA-456 we committed to conduct a review of our system for managing modifi-cations such as the one performed on the recirculation risers and to provide a description of how PAL coordinates its activities for accomplishing such work.

As a result of the review, PPaL has concluded that its original approach, which consisted of management directives via internal correspondence, required clearer and broader guidance.

Therefore, PPaL has prepared and issued Nuclear Department Instruction, (NDI) 1.2, Revision 0, Management of Plant Modifications and Repair Under the ASME BaPV Code.

This procedure, which responds to (Draft)

QA Manual procedure SP-14, Rev. A, Modification Control, describes the responsibilities of key managers and provides direction for the accomplishment of those responsibili-ties in support of modifications to systems, equipment and components.

NDI 1.2 has been approved by upper management and will be the basis for accomplishing future modifications to ASME code items, Although we had originally planned to respond to your concern by March 31, 1980, it took longer than expected to address and resolve this issue due to the press of other priorities and for processing the procedure through PPaL's formal review and approval cycle.

However, all work that should have been controlled by NDI 1.2 was held in abeyance until the procedure was approved for use on the project.

We trust the Commission will find the actions taken to resolve the concern expressed in your January 18, 1980 letter are adequate.
