RESPONSE TO THE ADVISORY COMMITTEE ON REACTOR SAFEGUARDS REPORT ON THE SAFETY ASPECTS OF THE LICENSE RENEWAL APPLICATION FOR SOUTH TEXAS PROJECT, UNITS 1 AND 2

Dear Dr. Bley:

During the 645th meeting of the Advisory Committee on Reactor Safeguards (the Committee) held July 12-14, 2017, the Committee completed its review of the license renewal application for South Texas Project, Units 1 and 2 (STP). The Committee also reviewed the U.S. Nuclear Regulatory Commission (NRC) staffs associated final safety evaluation report for this application.

In the Committees final report dated July 26, 2017, the Committee agreed with the NRC staff that there are no open license renewal issues that would prevent the NRC from renewing the STP operating licenses. The Committee also concluded that the programs established and committed to by the STP Nuclear Operating Company provide reasonable assurance that STP, Units 1 and 2, can be operated in accordance with its current licensing basis for the period of extended operation without undue risk to the health and safety of the public. As such, the Committee concluded that the NRC should approve the STP license renewal application.

The NRC staff appreciates the Committees objective and in-depth review of the STP license renewal application and the staffs final safety evaluation report, including the review of the selective leaching of aluminum bronze aging management program and the unique aspects of this programs corrective action.

The NRC staff recognizes and appreciates the Committees commitment to safety and the Committees role in the license renewal process.
